Here are our rules for holiday home owners on the park!

2010 Regulations.

THORNWICK & SEA FARM PARK RULES

 

The rules set out below are the park rules referred to in your Licence Agreement. You are reminded that breach of these rules is a breach of your Licence Agreement and may result in the termination of your Licence Agreement. The expression “you”/”Your” refers to the caravan owner/occupier and the expression “we”/”us”/”our” refers to the Park Management.

 

1.   No person other than the owner will be allowed to collect or remove a caravan from the Park without written permission from the owner. Removal of caravans from the pitch to the collection point may only be done by the Company’s employees and is subject to a charge for such removal. The owner must assess the structural integrity of the chassis etc. for himself.

 

2.    No caravan will be allowed to remain on the Park when a change of owner takes place unless : -

a)        The caravan is ten years old or less.

The sale is subject to the following provisions :

i)       All terms have been complied with and amounts due paid.

ii)      The caravan owner has first offered in writing to sell to the Park Owner at a fair market price, subject to

                  a discount, and such offer has not been accepted within 28 days.

iii)    Notwithstanding that such an offer has not been accepted by the Park Owner, the caravan owner shall

      not sell the caravan at a price which is lower than that so offered to the Park Owner without re-offering

                  in writing to sell to the Park Owner at that lower price, which offer may be accepted by the Park Owner

                  within 7 days.

iv)     The commission payable to the Park Owner by the purchaser will be 15% of the re-sale price, plus VAT.

v)      The purchaser is approved by the Park Owner.

vi)     The caravan owner must produce a valid gas and electric safety certificate and insurance policy.

vii)    The purchaser acknowledges that he will benefit from the balancing term of the original ten year licence although he will pay a higher level of site fees applicable to “private” sales and will be expected to pay a bond sufficient to cover scrap and removal charges if he then abandons the caravan or is unable to make his own arrangements at the end of the Licence term.

No commission is payable if the caravan is to be removed from the Park.

 

3.   Caravans up to 15 years old may be sub-let but must not be hired in excess of the number of berths. Similarly, no caravan can be used for sleeping more people than it is designed for. Fire blankets and extinguishers should be provided. Complaints regarding dirty or badly equipped caravans will be a breach of these Regulations if found to be correct on inspection. Hirers must be informed of the position of the nearest fire hose reel and the regulations regarding the use of unauthorised electrical appliances. Any owner who sub-lets their caravan, or who allows any other person to make use of it must produce at Reception a valid gas safety certificate from a GasSafe registered gas fitter, otherwise no key will be issued. If the Company has reason to believe a caravan is being used without a certificate, gas cylinders will be confiscated and services may be disconnected. See also Rule 18.

 

4.    No fences, posts or decking may be erected or permanent paths or bases constructed. Approval in writing must be sought for additional slabs or gardens more that 12” from the base. Flower tubs or planters may be allowed in moderation, on or next to the caravan base, but they must not be used to restrict free access.

 

5.    With effect from March 2004, new wooden gantries were forbidden. All gantries must be made of steel or upvc and by an approved manufacturer. Wooden steps, with a deck no larger than 6’ and 4’ in width are still acceptable. Detailed plans must be submitted for approval showing overall length and width. Approval is granted on individual merit and our decision is final.  All gantries and steps must be capable of being easily dismantled should they need to be moved. One storage box only, no greater than 6’ wide, 4’ high and 3’ deep is allowed to each caravan. This box must be placed along the door side of each caravan.  In addition, gas cylinders only may be placed or housed in an approved box or gas stand at the gas inlet point. From January 2010, boxes made of plastic or similar materials are not allowed.

 

6.    Owners are responsible for cutting grass to an area at least one foot from the overall base of the caravan. A charge will be made for cutting by the Company if the growth is excessive or neglected.

 

7.    Any object lying loose under the caravan may be removed. Similarly, any object placed with the intention of obstructing access in-between caravans will also be removed.

 

8.         Wheels must not be removed from caravans.

 

9.   Propane bottled gas can be ordered from Reception for delivery only during the stated times. Pre-paid vouchers are available for people who let their caravans. Gas will not be delivered if you can not produce an empty cylinder of a brand used by the Company. Replacement bottles can be obtained outside normal hours from Security staff. You are urged to have 2 bottles with one as a reserve.

 

10.  All owners must notify the Company of their permanent address and of any changes to it. It is not permissible to use the Park as a permanent address, nor is it permissible to operate any form of business from the Park. If a caravan owner no longer has a main residence, he will be in breach of this agreement with the Company and will be asked to vacate the Park after investigation. The Company will not accept mail, apart from personal correspondence or exceptional items by prior arrangement.

 

11.  If you are in serious breach of one or more of the Licence Agreement or Park Rules which is not capable of remedy, we shall be entitled to end this Licence Agreement after serving you reasonable notice having regard to the nature of the breach. This includes any form of unacceptable or criminal behaviour or action towards any employee, guest or visitor to the Park or any of its premises and any property owned by the Company.

       In the case of a breach which is capable of remedy (such as failure to repair or to pay the pitch fee or other charges promptly as they fall due), we shall take no action to end the Licence Agreement until we have first served you written notice allowing you a reasonable time to comply. If you do not comply, we shall be entitled to give you not less than one month’s notice to end the Licence Agreement and to require the removal of the caravan from the Park. The amount of pitch fee due on the date of removal will be calculated and must be paid before we will allow release of the caravan.

       We shall be entitled to dispose of any caravan without liability or account within 6 months after removal if you have taken no action to reclaim the caravan.

 

12. If we need to move your caravan from a particular pitch to allow redevelopment, we shall give you at least three months notice in writing and we shall be responsible for all reasonable costs of the move and reinstatement. You will be offered pitches that meet as far as possible the features of the old pitch.

      In an emergency, we will give you at least seven days notice before temporarily removing your caravan from a pitch for the purposes of maintenance including repair and renewals of services, utilities, roadways, drainage or similar.

 

13.  Electricity is supplied to each caravan through individual meters on a pre-payment system. The meter is our property and must not be tampered or interfered with.

 

14.   The Company does not accept responsibility for any loss or damage to any caravan, or to the contents of any caravan, however caused, or to any claims regarding the hiring of any caravans unless the loss or damage is a direct result of our negligence. Each caravan owner is expected to have adequate third party and public liability insurance cover.

 

15.   The Park is open for occupation of caravans from 9am on 1st March to 5pm on 31st October. Owners visiting caravans during the closed season must leave the Park before dusk. For security during this period access is by foot from the main entrance.

 

16.    Dogs must be kept on a lead and have an identity tag. People walking dogs must “poop-scoop “ and use the bins provided.

 

17.    Clothes lines can only be sited at the rear and must not exceed the width of the caravan itself. No clothes line is to be fastened to hedges, signposts etc. or to cause any obstruction.

 

18   Boats of any form are not allowed on the Park and trailers or vehicles must not be left on the Park when the caravan is unoccupied.

 

19.    All gas appliances fitted should be serviced annually and all flues and terminals should be inspected for corrosion and soundness, this must be carried out by a “Gas Safe” approved gas fitter.

Ventilation – It is essential that the fixed caravan ventilation provided is kept clear to ensure that no risks to life occur due to faulty gas appliances, all ventilators should be cleaned and checked to ensure they are unblocked. All blocked ventilators should be cleaned to ensure they allow a free passage of air.

Electricity – The electrical system should be inspected and any alterations to the original installation should be tested by an NICEIC approved contractor and an inspection certificate issued.

Smoke Alarms – Should be checked regularly for correct operation.

 

19.    Ball games or similar must not be played around the caravans or any other built-up area on the Park.

 

20.   All vehicles must adhere to the speed limits on the Park, taxed and insured, and you are not permitted to allow learner drivers or perform car maintenance or hosepipe washing. Our roads are subject to Road Traffic law.

 

21.         Recreational electric or petrol motor scooters, quad bikes or similar are not allowed in any area of the Park.

 

22.    Each owner must have a valid caravan insurance policy against fire and storm damage and third party liability and produce proof if demanded. This must be sufficient to cover the de-siting, debris removal and disposal of the caravan and all associated objects and contents and making good the pitch and services.

 

23. You are not entitled to cut any tree or hedges at the Park. If you find any of these to be a nuisance or unsatisfactory please take the matter up with us. Similarly you must not dig holes or similar on the Park

 

24. Normal rubbish/refuse must be placed in the central bins. This does not include electrical items (fridges/tv’s etc) which you must take to a council facility. Similarly you must use any specific bin that we provide for specified recyclable items such as glass, paper, green compost etc etc.

 

23.    We reserve the right to add to or amend these Regulations publicising details on the Notice Board in Reception in which case a period of six months will elapse prior to adoption to receive comments and concerns, or three months if we inform you directly by letter.
